    The British tax office arrested seven people in London yesterday in a suspected £38m value-added tax fraud in the European market in carbon allowances, it said.     BATS Europe, the multi-lateral trading platform, said yesterday it will launch a special tariff in September, with the aim of grabbing market share from the London Stock Exchange.   • INM in further standstill talks
