Carbon market branded a failure

The Environmental Audit Committee has claimed the EU Carbon Market is failing green investment, and called on the government for a minimum price for carbon. Richard Gledhill of advisers PricewaterhouseCoopers said the committee’s recommendations were ambitious, but warned that many of the really important issues could not be decided by the UK alone.
