REFORMS aimed at speeding up the conversion of empty commercial space into housing are likely to reinforce a north-south divide, with new homes only delivered in the most affluent housing markets, Savills warned yesterday.

Research by the property firm showed the easing of planning restrictions in May will only bring forward homes where residential values are ahead of office values, and will be less viable in cities such as Manchester and Leeds.
